    Interesting to note that the list of countries from which past participants have come from seem to be from the 'lesser' judo nations. May be getting a bit sensitive here, but perhaps it's something like the JICA programme that the Kodokan has?

    Actually, the Japan International Cooperation Agency runs the program. The Kodokan helps advertise, and sometimes training for the folks that go out, but the program is not run by the Kodokan.

    But back to your question, I think the most help is derived from folks that don't have robust, experienced national governing bodies.

    The IJF programme is primarily for nations who do not have the resources to run their own programmes. However the title of the highest Level 3 award "IJF Pro Licence" would make it very attractive to others.

    I have a NGB Level 3 but it is not called that ;(
